A United Nations peacekeeping force secures the William R. Ridgeway Family Relations Courthouse after declaring the entire facility an organized criminal enterprise and crime scene.

The United Nations today declared the Sacramento County William R. Ridgeway Family Relations Courthouse a crime scene. United Nations Secretary-General Ban Ki-moon formally served Court Executive Officer Christina (Chris) Volkers a criminal indictment with multiple counts against full-time family court judges and temporary judges for violations of the Universal Declaration of Human Rights.

"The substandard conditions here in Sacramento County Family Court defy belief," Ki-moon said. "Almost all Third-World countries operate family court systems which ensure the basic human rights of litigants. This court does not come close to doing so. The rampant cronyism between Sacramento Family Court judges and attorneys associated with the Sacramento County Bar Association Family Law Section conclusively establishes that the court operates as an organized criminal enterprise," Ki-moon charged. "It is particularly shocking that there is absolutely no oversight or accountability of judges and court staff. To the detriment of taxpaying citizens, the public court system is being used for private profit. Under international law, we have come to hold them accountable for their actions."

At a press conference, Ki-moon played a disturbing video from a Sacramento Family Court law and motion hearing secretly recorded by U.N. investigators. The case involved an indigent family court litigant without a lawyer against an opposing party represented by a member of the judge pro tem attorney cartelWhen the destitute party attempted to object to false evidence submitted by the attorney, the judge berated the litigant for using a legal tactic authorized only for use by lawyers. As a sanction for the unauthorized use of law by a pro per, the judge offered the litigant a choice of keeping his fingers or his tongue. The clandestine recording memorialized the incident, and will be used as evidence in the upcoming criminal prosecution, according to the Secretary-General. In a news exclusive, Sacramento Family Court News obtained a segment of the secret video. The clip records a well known family court judge sanctioning an indigent, unrepresented litigant, who was then forcibly removed from the courtroom by multiple bailiffs. 
   


In a subsequent statement released by the judge responsible for the order, the judge defended the sanction as both appropriate and authorized by a Sacramento County Superior Court Local Court Rule. "The rule, which, by the way, was drafted by the Family Law Bar and rubber-stamped by court officials, makes clear that evidentiary objections may be utilized only by members of the bar," the judge explained. "Monetary sanctions are obviously not an effective deterrent against the indigent, and the pro per litigant was, after all, offered a choice."  

Peacekeeper Force To Run Family Court Operations

A United Nations peacekeeping force was installed and will operate the court during the transition to a revamped facility operated in compliance with the Universal Declaration of Human Rights, according to Ki-moon. "Control of court operations will be returned to the taxpayers and citizens of Sacramento County," the Secretary-General said. "The monopoly of the private, for-profit attorney cartel ends today."  


Judge Pro Tem Attorney Cartel Leaders and Judges Still at Large


Virtually every family court judge, and all officers of the Sacramento County Bar Association Family Law Section were named in the indictment. Attorneys Russell Carlson, Elaine Van Beveren, Fredrick Cohen and Paula Salinger - the officers of the  bar association Family Law Executive Committee, known by the acronym FLEC - were charged with acting as a shadow government controlling nearly every aspect of court operations.

Sacramento County Bar Association Family Law Section 
divorce lawyers were decreed an organized criminal cartel 
by the United Nations.

The FLEC officers effectively run the public court facility for the financial gain of a cartel of private sector, for-profit lawyers, according to the indictment. At the time the indictment was announced, the FLEC officers were unaccounted for and rumored to be holed up at the Dante Club, a Sacramento eatery described in the charging document as a safe house and monthly meeting venue for the cartel.

The jurists named in the indictment were unavailable for comment and also believed to be in hiding. Judges Peter McBrien, Matthew Gary and James Mize reportedly were seeking asylum at the Ecuadorian Embassy in San Francisco. Among other charges, Gary was indicted for U.N. human rights violations in connection with the 2009 Robert Saunders incident, reported exclusively by Sacramento Family Court News. During the 2009 court hearing, Gary became embroiled and ordered Saunders - a disabled family court litigant - arrested and forcibly removed from his courtroom by multiple bailiffs. San Joaquin County Superior Court Judge Xapuri B. Villapudua subsequently ordered Gary removed from further proceedings in the case.

The indictment charges that an organized criminal enterprise controls all court operations under conditions which routinely violate the following sections of the Universal Declaration of Human Rights:

•Article 6 - Everyone has the right to recognition everywhere as a person before the law.

•Article 8 - Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted to him by the Constitution or by law.

•Article 12 - No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honor and reputation. Everyone has the right to the protection of the law against such interference or attacks.

•Article 16(3) - The family is the natural and fundamental group unit of society and is entitled to protection by society and the State.

•Article 25(2) - Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.
